RUSSIAN TELECOMMUNICATIONS: ASSESSMENT OF TRENDS AND ACHIEVED DEVELOPMENT RESULTS

The construction of the Russian digital economy is impossible without a sufficiently intensive development of telecommunications at the present stage; therefore a very relevant action is a reliable assessment of the achieved level for all relevant indicators, carried out on an ongoing basis to track trends and dynamics of progress. In the work, due to the formation of a comprehensive understanding of telecommunications simultaneously as a combination of a technological process, a technical component and a target function (information exchange between users), the existing trends and results of the progressive movement of telecommunications activities in Russia for each structural component are assessed. Thus, the systematization of the changes taking place in the Russian telecommunications sector and the identified results of their impact on the current state of affairs and the future prospects is carried out. Previously, they were presented in different sources, not brought together and considered by different authors without reference to a holistic interpretation of telecommunications. Accordingly, the comprehensive use of multidirectional indicators and achieved provisions made it possible to obtain a general picture and formulate recommendations on an appropriate approach to assessing the development of the industry, as well as conclusions on the prospects for the development of telecommunications companies in the Russian Federation. It is noted that overcoming the “bottlenecks” for each structural component will reasonably lead to the growth drivers of the telecommunications sector, since if now the indicated gaps, shortcomings and lags lead to a decrease in economic performance indicators and a deterioration in the financial condition of enterprises, then they also serve as a source of further development. However, to achieve the effect, the assessment of trends and development results should be carried out for each component, without priority to monetary indicators.
