The article presents the results of a study on identifying and reducing qualification deficits among students of secondary vocational education in the specialty 43.02.16 “Tourism and hospitality” of the “Tour operator and travel agency services” profile. Considering the absence of a unified approach to assessing competences and the rapidly changing nature of the labor job market requires rapid adaptation of educational programs, a qualification deficit is understood as a gap between the competencies necessary to perform professional functions and those actually available to a specialist, thereby impeding the performance of these tasks. The work is aimed at developing a comprehensive methodology for assessing qualification deficits, taking into account the regulatory framework (federal state educational standard of secondary vocational education, Approximate Basic educational Program, Basic Professional Educational Program) and the requirements of professional standards. The proposed author’s methodology provides for two key stages: identification of deficits at the design stage of educational programs (through a comparison of regulatory requirements and the main professional educational program) and an empirical assessment at the implementation stage. For an empirical estimate, a comprehensive assessment was conducted using the developed situational tasks, including both self-assessment of students and an expert assessment. The study revealed partial deficits in the field of hard skills related to the specifics of working with digital systems for receiving and controlling online orders. The empirical assessment confirmed these gaps in knowledge of digital technologies and the regulatory framework. The most significant discrepancy was found between the requirements and the actual level of “soft skills”. Experts noted the insufficient level of creativity, empathy, organizational skills, multitasking and stress tolerance among students. Based on the data obtained, methodological recommendations were developed aimed at introducing online workshops, trainings and a mentoring system to purposefully eliminate identified deficits and increase the demand for specialists in the labor market. |
