THEORETICAL SUBSTANTIATION OF THE MODEL FOR DEVELOPING MANAGERIAL COMPETENCES IN PERSONNEL RESERVE OF HEADS OF EDUCATIONAL ORGANIZATIONS

Annotation:

The relevance of this study is due to the increased requirements for the training and quality of management personnel for the higher education system in the context of constant, permanent modernization of the domestic education system as a whole. Due to an acute shortage of heads of educational organizations with a sufficient set of necessary competences, as well as the fragmentation of the currently existing systems of work on the development of the personnel reserve, there is a persistent need to develop new, various and systemic tools for personnel training. The purpose of this article is to theoretically substantiate and design a new structural and functional model for developing managerial competences in personnel reserve of heads of educational organizations using the means and tools of corporate training. The methodological basis of the study includes such basic approaches as systemic, competence and activity. In addition, the work included an analysis of scientific literature and regulatory documents. Based on the results of the study, a multi-level model was developed and presented, including target, content, organizational and technological, and evaluative blocks. This model is aimed at developing such competences in students as strategic, organizational and managerial, as well as personal and communicative. In addition, the author defined a set of organizational and managerial conditions to ensure effective implementation of the model, including regulatory consolidation, resource provision, and a motivation system. The theoretical significance of the study lies in structuring and supplementing existing scientific ideas related to the process of forming managerial potential. The practical significance of the work lies in the fact that the model presented in the work can serve as a basis for creating corporate training programs for education authorities in the future.
