FORMS AND PROCEDURE FOR ORGANIZING SUPPORT FOR THE ACTIVITIES OF HORTICULTURAL NON-PROFIT PARTNERSHIPS AND VEGETABLE GARDENING NON-PROFIT PARTNERSHIPS

Horticultural and vegetable gardening non-profit partnerships (hereinafter referred to as SNT and ONT partnerships) traditionally play a significant social role in the lives of the population of our country. However, despite the existence of a clear legislative framework enshrined in Federal Law No. 217-FZ of July 29, 2017, “On the conduct of horticulture and vegetable gardening by citizens for their own needs,” effective management and organization of support for these associations remains a pressing and complex task. Support from state authorities and local governments for the management of SNT and ONT partnerships is a set of measures aimed at ensuring the sustainable functioning of these associations. Such measures include organizational, legal, financial and other assistance provided by both state and local government bodies and by the members of the partnerships themselves. Today, these associations face a number of challenges, from outdated infrastructure to a lack of legal literacy. Therefore, the question of the forms and procedures for organizing support for the SNT and ONT partnerships’ activities is particularly important. This article examines the types of assistance available to non-profit partnerships and how to utilize them effectively. Federal legislation is rapidly changing, and members of partnerships need up-to-date information on support forms and mechanisms, ranging from voluntary associations to cooperation with government agencies, as well as a detailed examination of their organizational procedures, which will help solve pressing problems. This article analyzes the existing forms and procedures for organizing assistance to SNT and ONT partnerships, and identifies key problems and proposes solutions. Implementation of these proposals will significantly improve the situation of SNT and ONT partnerships` members, increase the efficiency of land use, and promote increased well-being for citizens.
