The article discusses the current problem of investigating crimes related to involvement of minors in extremist and terrorist groups using the digital environment. In the context of global digitalization and the expansion of online communication opportunities, this problem is becoming particularly important due to the growing number of such crimes, their high latency and the special vulnerability of adolescents to destructive ideological influence on the Internet. The purpose of the study is to identify the most significant problems that arise in the investigation of these crimes and to develop practical recommendations for improving the activities of law enforcement agencies in this area. The article analyzes a set of factors contributing to the radicalization of minors, including psychological immaturity, socio-economic marginalization, insufficient digital and media literacy, as well as gaps in preventive work. Special attention is paid to the difficulties encountered in investigation of crimes in this category and the need for an interdisciplinary expert assessment of the content. Based on the analysis of scientific works by domestic and foreign scientists, as well as regulatory legal acts regulating the issues of countering extremism and protecting the rights of minors, the article formulates specific recommendations for improving operational search and investigative tactics. The need for an integrated approach to solving the problem is emphasized, combining measures for prevention, detection, suppression and investigation of crimes, as well as protection of the rights of minors recognized as victims. Special attention is paid to the issues of improving digital literacy and media competence of adolescents, formation of their critical thinking and resistance to destructive content. The measures proposed in the article are aimed at increasing the effectiveness of countering extremism and terrorism in the digital environment, forming a sustainable system to protect young people from destructive influences and ensuring the national security of the Russian Federation. The results of the research can be used in the practical activities of law enforcement agencies, in the educational process of law schools, as well as in the development of regulatory legal acts in the field of countering extremism and protecting the rights of minors. |
