The article examines the main problems of implementing the constitutional right to education in the Russian Federation. Guarantees for education are considered in their interrelationship and interdependence. The continuity of the rights and obligations of citizens of the Russian Federation in obtaining education is indicated. Various problems of implementing the right to education are considered, which relate to conditions for persons with disabilities due to health problems; conditions for talented people; sufficiency of places in preschool educational organizations; human resources at all levels of education; financing of education; distance learning; student deductions. The data of the Federal State Statistics Service on the number of pupils in preschool education institutions and their availability of places, the number of teaching staff by level of education, government spending on education and the volume of paid services provided by educational organizations are presented. To solve the tasks set in the article, the following research methods are used: analysis, synthesis and comparison of scientific and methodological literature – to systematize theoretical and empirical data on the problem of implementing the constitutional right to education. In addition, when using statistical data, the method of observation and measurement is used. The main conclusions of the conducted research are the definition of such problems of implementing the constitutional right to education as increasing requirements for the conditions of education for persons with disabilities and the disabled; the need to create conditions for talented individuals and persons showing outstanding abilities aimed at their development and disclosure of potential; providing children with places in preschool organizations; development of human resources potential at all levels of education; insufficient financing of education; the discriminatory nature of the mandatory introduction of distance learning; the legality of the expulsion of students. In conclusion, the ways to overcome them are identified by developing the infrastructure of educational organizations, modernizing educational programs, creating an effective system for assessing the quality of education, increasing the level of material and technical base and innovativeness of modern education. |
