The development of telecommunications in the Arctic zone of the Russian Federation is identified in the Strategy for the Development of the Arctic Zone of the Russian Federation and Ensuring National Security through 2035 as a key factor in guaranteeing the security and socio-economic development of the northern region. Numerous practical initiatives to provide the Far North and Arctic with communications and telecommunications services have not yet resulted in a corresponding level of development of information and telecommunications technologies (ICT) compared to the quality of communication achieved on a national scale. The current situation determines the relevance of forming a comprehensive analytical review of the implementation of significant Arctic ICT projects related to satellite and fiber-optic communications in terms of their technological features, the success and timeliness of the completed stages, and the prospects for their further development. This study collects and structures information on the goals, participants, cost of the projects, the technologies used, the achieved indicators, and the development prospects. Problem areas of the projects are separately noted. The result is a general picture of telecommunications development in Russia’s Far North, representing a summary of reference and historical information on ongoing work on Arctic ICT projects for future use in monitoring future developments and evaluating achieved results. It is revealed that, overall, production, software, and deployment technologies have been developed in Russia for satellite communications. However, government support is currently required and further construction of an Arctic submarine fiber-optic communication line requires the consolidation of existing projects. Financial constraints and the lack of centralized planning for the organization and development of an integrated communications network in the Russian Arctic zone are a limiting factor to realizing all existing opportunities. |
