METHODOLOGY FOR ASSESSING THE INNOVATIVE POTENTIAL OF THE REGION (ON THE EXAMPLE OF THE SMOLENSK REGION)

Annotation:

The subject of this study is a comprehensive study and approbation of the methodology for assessing the innovative potential of the region, developed by the authors, based on the materials of the Smolensk region. The paper focuses on the criteria and indicators that form the basis for evaluation, in order to improve methodological tools aimed at the formation and effective implementation of innovative potential at the regional level. The author’s methodology is structured in four key areas, covering such important aspects as institutional and legal framework; education, science and human resources; cultural and creative activity of the population; information, media and digital infrastructure. To ensure the reliability and increase the reproducibility of the developed methodology, it is proposed to conduct a control experiment with the participation of an expert group, which will allow an objective assessment of its practical applicability in real conditions and validate the data obtained. Preliminary testing of the methodology on the example of the Smolensk region revealed certain difficulties associated with the availability and relevance of statistical information, as a result of which not all the developed indicators are fully applicable in the current conditions. Despite these limitations, the results of the study demonstrate that the Smolensk region has significant potential for the development of innovations and the introduction of advanced technologies, which is an important condition for sustainable economic growth. Thus, the region can be considered as a promising subject of the Russian Federation with pronounced opportunities for further growth in the field of innovation. The work makes a significant practical contribution to the development of the theory and practice of managing regional innovation potential, offering relevant solutions to modern socio-economic challenges and expanding the toolkit of researchers and practitioners.
