The primary objective of this study is to apply a comprehensive information and analytical toolkit aimed at automated decision-making support in managing regional socio-economic development in the context of crises. This paper examines the concept and principles of modeling and solving problems of assessing the effectiveness of a regional socio-economic system development strategy using automated tools for numerical analysis of the problem. The principles of optimization, multicriteria, and model-algorithmic balance used in modeling and supporting management decisions are described. The proposed information and analytical toolkit, including an optimization model of the region`s socio-ecologicaleconomic development and the corresponding software package, are aimed at automated decision-making support taking into account innovative factors of regional development. Using scenario analysis technology, computational experiments were conducted to forecast the parameters of the life cycle of the regional socio-economic system development based on official statistics of the Kemerovo Region-Kuzbass by type of economic activity. To illustrate the use of the toolkit, the impact of demand for products of economic activities across material production, business services, and public administration services on the regional development life cycle is examined. The structure of the impact of production groups on the gross regional product is assessed, as well as the impact of innovative transformations in the group of economic activities related to public administration services on the regional socioeconomic development life cycle. A conclusion is drawn on the feasibility of using automated information and analytical tools in crisis situations to effectively address forecasting and decision-making support in managing regional socioeconomic processes. |
