In modern conditions, the development of patriotic citizens is one of the main priorities of any state. Young people, as a special population group, require the most advanced and innovative development mechanisms, which underpins the relevance of this research. A literature review of domestic and international sources reveals that the modern Russian Federation has developed and implemented a number of mechanisms stimulating the development and education of young people in priority areas. The information base of the research was not only scientific publications but also analytical studies and official websites of government agencies. The author utilized generally accepted research methods such as analysis and synthesis, comparison, generalization, classification, and modeling, and also conducted a sociological survey of young people using questionnaires. As a result of the theoretical study, the author supplements the generally accepted classification of state incentive mechanisms with a fourth type—infrastructure. Based on the results of the practical research, the author provides recommendations for improving the mechanisms of state incentives for the education and development of young people. These recommendations include expanding information support for state youth policy, creating “My Future” information centers, revising the list of performance indicators for educational institutions in terms of educational work, and more. In practice, the study’s results can be used by government agencies, particularly the Ministry of Education and the Ministry of Science and Higher Education, when formulating strategies for developing educational and upbringing activities in the Russian Federation, as well as by other executive bodies responsible for youth policy and education. This study can be further expanded to include practical testing of the proposed recommendations and analysis of the results. |
