STRUCTURAL CHANGES AND THEIR REGULATION IN THE RUSSIAN METALLURGICAL INDUSTRY

Annotation:

The purpose of this article is to examine the theoretical and methodological aspects of the Russian metallurgical industry’s structural renewal. The object is the Russian metallurgical industry and its enterprises. The subject of the research is the organizational and economic relations arising during the process of structural changes in the metallurgical industry and their regulation. This article substantiates the author’s position that, in order to progressively restructure the metallurgy, it is necessary to use approaches to implementing structural changes and their regulation that involve taking into account the objective foundations of these changes, the criteria and factors for selecting their priority areas. This will minimize structural imbalances in the studied industry and create conditions for the modernization of the structure of the metallurgical industry. The main results of the study boil down to identifying the interdependencies that appear during the restructuring of the metallurgical industry, regulating this process, proposing a conceptual model of structural changes, as well as a methodological approach to determining their priority areas, based on the developed selection criteria and analysis of the factors influencing the choice. The scientific understanding of the study’s results is applicable to Russian educational institutions for studying economic theory and industry economics, organizational economics, and the practical application of structural transformation. In conclusion, based on the identified relationships emerging during the restructuring process, a conceptual model of structural change and its subsequent regulation is proposed, along with a methodological approach to identifying priority areas for structural transformation in the metallurgical industry.
