TRANSFORMING VIEWS ON NATIONAL ENERGY SECURITY IN THE CONTEXT OF DEGLOBALIZATION

The article presents the results of an analysis of approaches to the definition of the concept of energy security formulated by international and national authorities, scientists and specialists over thirty years. The purpose of the study is to update the definition of energy security in accordance with the changed geopolitical situation, which makes it possible to reflect its complex systemic properties and interrelation with the concept of sustainable development. The methodological basis of the taxonomic analysis of the conceptual framework of energy security was the provisions of the concept of sustainable development, the theory of economic systems and the theory of security. In the study of definitions of energy security formulated by international and national authorities, scientists and specialists, the historical and logical method, methods of content and semantic analysis, comparison and correlations were used. The classification of definitions was based on the identification of axiological, parametric (attributive), systemic, targeted, and structural-functional approaches. As a result of the research, four approaches to the disclosure of the concept’s content have been identified, definitions have been systematized in accordance with these approaches, an evolutionary definition trajectory has been constructed, and the author’s definition of energy security has been formulated, reflecting the complexity of this concept and its relationship with the concept of sustainable development of socio-economic systems at various levels. The application of a taxonomic analysis of definitions of the category of energy security and four approaches to its formulation based on it, the author’s approach to the evolution of the definition of energy security and the formulated definition of energy security are scientifically novel. The proposed author’s approach to the analysis of the evolution of the category, and the integration of the provisions of the concepts of sustainable development and energy security are of theoretical significance. Updating the definition of energy security is of practical importance, which will allow us to develop existing practical approaches to building an effective system for ensuring national energy security.
