Annotation:

The necessity of establishing of integral personnel policy as a form of human resources management is specified by the poorly established competitive human resources at any level of management. The proposed model of integral personnel policy as a form of human resources management allows the regional authorities solving the issue of not-effective human resources, which will positively affect the indices of economic activity and allow accelerating the transition to the innovation type of economics.
