The article has demonstrated that so far the tools of financing of residential construction facilities have been poorly differentiated. The significant position among them is taken by the budget funds. The author believes that as long as the infrastructure of financial market is being developed, the interest of its participant towards the use of alternative forms of financing of the investment-construction projects is growing, including the budget financing. The primary objective is the systematization of the budget forms of financing of residential construction, their grouping, as well as the revealing of advantages and weaknesses.
