COMPARATIVE ANALYSIS OF THE MODELS OF PUBLIC-PRIVATE PARTNERSHIP IN HEAT-POWER ENGINEERING OF THE MUNICIPAL ENTITY

Annotation:

The article has proposed the definition of public-private partnership (PPP) and the classification of different ways of PPP, allowing making the definition more specific. There are characteristics of organizational, judicial and financial mechanisms of practical implementation of some of the models of PPP in the heat-power engineering on a municipal level. In the first model, the opportunity of ordering by a public partner (municipality) of the services of private companies in order to modernize the heat-power system through the current municipal unitary enterprise has been studied. In the second model, the opportunities of municipality and the energy services companies’ partnership has been researched. In the third model, the opportunity of municipality and companies’ partnership has been studied. The author has thoroughly described the advantages and possible risks of each model for both parties of the public-private partnerships and has outlined the recommendations for the risks minimization.
