MODELS AND METHODS OF IMPLEMENTATION OF THE PROGRAM OF INNOVATIVE DEVELOPMENT OF THE REGION

The purpose of the work is to develop models and methods of implementation of the regional innovative development programs based on the project management, including the task of adjusting the program to be solved by optimization methods proposed in the work. Method or methodology of the work: the methods of dichotomous and network programming are used on the basis of the project management of the established development programs, while there are many hierarchical projects: top-level projects — regional development, mid-level projects industry projects and lower-level projects — creating the product (services). Results: It is assumed that the programs of implementation have already been formed taking into account complex risks. In the process of implementation, operational project management of the program is carried out. In the case of projects, it is considered that each project / work included in the program is described by several options for implementation, differing in cost and duration. It is necessary to choose an implementation option of the program, in which the project will be completed on time with minimum cost, or completed on minimum time at specified costs. If the task is to exclude projects from the program and include new projects in the program or save projects in the program (possibly with different characteristics of time and cost), then we proceed from ensuring the desired effect with minimal cost. The article suggests methods for solving the tasks. The novelty of the proposed work consists in application of optimization methods in modeling and implementing innovative development programs in the region. Models of adjustment the development program and methods ofstheir solution are proposed. Conclusions: Innovative tools of arranging regional and industrial development management should be clearly mathematically described, with a quantitative assessment of management objectives, development criteria and operational development management.
