PROBLEMS OF PARTICIPATION OF SMALL BUSINESSES AND SOCIALLY-ORIENTED NON-PROFIT ORGANIZATIONS IN THE PROCUREMENT OF GOODS, WORKS AND SERVICES IN THE RUSSIAN FEDERATION

The article examines the main problems of participation of small businesses and socially-oriented non-profit organizations in the procurement of goods, works, services for the state, municipal and corporate needs in the Russian Federation. The relevance of this article is that the legislation in the field of state and municipal procurement was formed in the Russian Federation not so long ago and therefore little studied. In this regard, periodically there are “legal vacuums” that require state intervention. To a greater extent, this applies to small and medium-sized businesses, which is a very important production basis of the country and the effectiveness of which depends on the national welfare of the state. The main purpose of this work is to develop proposals to improve the effectiveness of participation of small businesses and socially-oriented non-profit organizations in procurement. On the basis of General scientific methods used in the work, the authors trace and analyze the formation of the procurement system in the Russian Federation from its origins, and also pay special attention to the study of foreign experience in this field, comparison with which allows us to give useful recommendations for solving problems related to the participation of small businesses and socially-oriented non-profit organizations in the system of state, municipal and corporate procurement. The practice of successful countries allows us to analyze their success, identify errors and shortcomings made by public authorities in our country in the process of implementing certain implementations and bring the system of state, municipal and corporate procurement in the Russian Federation to a qualitatively new level.
