THE THEORETICAL VALUE OF THE QUALITY MANAGEMENT FOR DESIGNING OF EFFECTIVE STRATEGIES FOR DEVELOPMENT OF THE BUDGET SOCIAL ORGANIZATIONS ACTIVITIES

The article discusses the importance of quality management for development of effective strategies of budgetary organizations operating in the social sphere. Methods of assessing the quality of functioning of the quality management system (QMS) using the index of public administration (GRICS) are considered. The government governance index in the Russian Federation determines the prevailing role of the state capital for development of the economy as a whole. In this regard, organizations created by the state occupy a special place. A special place among them is occupied by the organizations developing state social policy. They increase the GRICS index of the country in question compar ed with other sovereign territories. For this reason, the article focuses on the budgetary organizations that implement the youth policy in the Russian Federation. In their current and promising activities, they create the basis for stable state economic and social development. The owner of these organizations is the state. The goals, methods and principles of functioning of the state organizations of the social sphere are emphasized. The legal acts regulating the activities of these organizations are given. An algorithm for improving the quality management system of organizations is proposed. The role of audit and controlling in this algorithm is emphasized. It is concluded that the QMS is important for organizations of all legal forms. The opinions of experts on the specifics of functioning of the budgetary organizations in the social sphere are analyzed. An algorithm is proposed for choosing the most effective option for strategic development of the organization of the social sphere, taking into account theoretical foundations of the quality management. The conclusion is made about the direct and indirect economic effect of implementation of successful development strategy of a budget social organization.
