REFORMING CERTAIN TYPES OF AGRICULTURAL RELATIONS IN UKRAINE AND RUSSIA

The article reveals a comparative aspect of the reform of certain types of agricultural relations in Ukraine and the Russian Federation. The topic is presented from the standpoint of the crisis in the field of agriculture of these countries in the transition to a market economy. Problematic issues are highlighted regarding: reforming agricultural legal forms; improvement of land relations; expanding the composition of the agricultural land market; elimination of deficiencies in the legal regulation of financial and credit relations of agricultural producers, pricing of agricultural products, taxation of business entities in the agricultural sector, as well as technical and technological support for agricultural producers. In addition, the author examined the main economic and legal problems relating to state guaranteeing the observance of the rights of agricultural producers, eliminating the disparity in prices for agricultural and industrial products, and the need for innovative activities in the agricultural sector. It is concluded that, as of today, both Ukraine and the Russian Federation need a new agricultural policy that would help stop the decline of the agricultural sector, gradually restore the social infrastructure of rural areas; brought to its logical conclusion all agrarian transformations. Indeed, in the agricultural sector of agricultural production of the countries under consideration, the material and technical base is almost destroyed, there are no funds for the acquisition of, for example, mineral fertilizers, fuels and lubricants, toxic chemicals and so on. The study of the above problems is relevant and timely, given the need to improve and refine the mechanism for implementing the norms (both Ukrainian and Russian) of legislation on state support for agriculture.
