Annotation:

The article discloses the essence of the mechanism of equal information coverage of the parliamentary parties` activities, which was introduced in 2009. Special attention is paid to the specifics of interaction between authorized bodies of state power in this area, including the adoption of subordinate regulatory legal acts. The authors focus on the administrative and legal nature of a number of conflicts and problems that arise in the field of equal information coverage of the activities of parliamentary parties. Such problems and conflicts can lead to a violation of a number of constitutional rights of citizens, first of all, the right to receive reliable and objective information about the activities of political parties represented in the lower house of the highest legislative body of the state — the State Duma. The main part of the article provides a general description of the mechanism for providing equal airtime to parliamentary parties on federal television and radio channels. The fact of inconsistency of subordinate legislation in the sphere of relations under study is stated, attention to the lack of coordination between state bodies in their adoption is drawn. In addition, the problem of implementing by-laws adopted by one authority, the requirements of which are mandatory for another state body is identified. In the final part of the article conclusions and proposals for the development of the regulatory framework for equal information coverage of the activities of parliamentary parties are made. It is proposed to eliminate contradictions in the by-laws of authorized state bodies. It is advisable to establish the institution of administrative responsibility for violation of the legal norms regulating the sphere of public relations under consideration, as well as to include the Ministry of Justice of the Russian Federation among the subjects entitled to exercise control and supervisory functions in relation to accounting for equal airtime for parliamentary parties in the period between election campaigns.
