LEGAL REGULATION OF EDUCATIONAL MIGRATION IN THE CONTEXT OF THE EXPORT OF EDUCATION: FOREIGN EXPERIENCE

The social phenomenon called educational migration today has a centuries-old tradition that appeared with the emergence of the first universities. But in the XXI century against the background of the growth of globalization, it has acquired a more significant scope. And the migration educational policy has become an integral part of the foreign and domestic policies of states. The formation of a state legal mechanism for promoting Russian education abroad is a priority within the framework of the tasks set by the Decree of the President of the Russian Federation No. 204 “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024” dated May 7, 2018 in terms of doubling the number of foreign students by 2024. The 2020 admission campaign for admitting foreign students in the context of the pandemic and quarantine restrictions has become most difficult and its consequences will be felt for many years to come both in Russia and other countries. In order to generalize and systematize the best practices, the author studies foreign experience of educational migration policy and specific state legal mechanisms in a number of countries, identifying general systemic approaches. The experience of the leading countries in the field of exporting educational services in relation to measures and mechanisms of educational migration support is of particular interest in the current complex political and epidemiological situation, since it allows improving state regulation of educational migration policy in the context of the export of educational services in the Russian Federation.
