In the context of globalization, with the simultaneous increase of crisis phenomena, the role of individual regions in the transformational processes in the national and world economy is increasing. Now the competitiveness of the country is largely determined by regions with a high international competitive status and developed human and innovative potential. In practical terms, the task is to create an effective mechanism for maintaining and increasing the competitiveness of the country through increasing the competitiveness of individual regions of the state. This is what makes it necessary to study the issues of improving regional competitiveness. In our opinion, such factors as human and innovative potentials have a significant impact on the competitiveness of the region and are characterized by the following indicators: government spending on education, the share of the employed population with higher education, per capita income of the population, costs of technological innovations, the proportion of the number of researchers in the total population, innovative activity of organizations. To quantify the impact of human and innovative potential on the level of competitiveness, the regions of the Central Federal District were grouped based on the data for 2019. Using the method of statistical groupings and variance analysis, we established a close relationship between the level of human and innovative potential and the level of competitiveness of the region, and also determined the proportion of GRP variation, which is explained by each of the factors. Based on the findings, the article suggests the directions of regional policy to accumulate human potential and increase the innovation activity of the region to increase the level of GRP per capita and, consequently, to increase the level of competitiveness of the region.
