Annotation:

The relevance of the article is justified by the fact that at the present stage the issues of small business development in Russia and its transformation into a digital environment are given great attention. Public procurement is one of the ways of interaction and government support for small businesses. To write the article, materials from the official websites of AO Korporastiya SMP and the Ministry of Economic Development of the Russian Federation, as well as legal acts and research by domestic scientists were used. The article analyzes statistical data on the dynamics of the volume of public procurement and the number of contracts concluded between government customers and small businesses, as well as the experience of the Moscow Region in creating an electronic store, which later became a positive example for other regions in supporting the sale of products by small businesses through such platforms. Currently, there are about 90 electronic stores operating in Russia at the regional level. The paper pays special attention to the document flow and the process of organizing the provision of services by small businesses through participation in electronic biddings. The authors identify and summarize the main risks and problems that small businesses face when organizing their participation in public procurement: increased financial burden due to high costs for bidders; low level of digital literacy of entrepreneurs leading to technical difficulties when registering an application on an electronic trading platform; inclusion of a small business entity in the register of unscrupulous suppliers due to non-compliance with the conditions of the purchase; high probability of fraudulent schemes on the part of bidding organizers. Proposals for solving these problems are formulated.
