Annotation:

The purpose of this article is to substantiate an alternative approach to making strategic decisions about bringing new transport services to the market (product innovations). The proposed approach is based on a multifactorial intellectual model of the quality of designed services. The model allows taking into account not only quantitative but also qualitative indicators in their relationship, providing the required quality of transport services being designed. The application of the model is illustrated by examples of decision-making on the development of public passenger transport in urban agglomerations. The transition to the design of transport services, taking into account the criteria of customer focus as key indicators of quality, in contrast to the traditional engineering and economic design of the infrastructure of transport engineering, allows us to eliminate or mitigate the impact of negative factors that cannot be eliminated at the stage of providing services without revising previously made decisions. The methodological basis for constructing the model was modern approaches to quality management and operational management. A survey was conducted confirming the working hypothesis about the need to consider innovations in the development of new transport services that cause the highest degree of satisfaction with their use for passengers. When developing the model, modern methods and tools of mathematics and system engineering, artificial intelligence technologies were used. The article contains a problem statement for further computer modeling and optimization based on modern information technologies (including methods of big data analysis and machine learning). To test the proposed model and verify the results obtained, data on new transport services introduced for urban public transport passengers were used.
