Rural areas play a significant role in the socio-economic processes of the region. Solving the problems of rural areas is possible on the basis of an analysis of their resource availability. The establishment of an optimal level of resource availability in rural areas is necessary, since this is required by the changing economic situation. With respect to all types of resources, the provision of land and labor resources in rural areas is considered as the main one. The article presents data on the acreage of the Amur region for the period 2015-2021, as well as the number of rural population in comparison with the permanent population of the Amur region for the same period. In an unstable economy, the labor resources of rural areas have certain limitations, but at the same time they have quite high potential to increase productivity and efficiency of their use. The relevance of the study is due to the consideration of national and regional projects aimed at improving productivity. National and regional projects operating in the Amur Region have positive results. Further improvement of the agrarian policy of the state, taking into account trends and prospects for the development of agricultural production, requires adjustments to strategic priorities, since the implementation of the main directions of agri-food policy depends on the staffing of organizations in the agricultural sector with highly qualified personnel capable of ensuring the effective functioning and development of production in the conditions of import substitution. The study reveals positive and negative trends and factors that determine the state and dynamics of resource provision with labor and land resources of rural areas, labor productivity growth. The main directions of improving the quality of labor resources in rural areas are proposed.
