Annotation: The article presents the results of a study that reveals the discrepancy between the goals and content of educational programs in pre-professional art education institutions and the needs of modern society. Addressing this discrepancy helped reveal several key factors that conceal issues within the art education system. For example, it is commonly believed that art schools develop creative abilities. However, the study has shown that this is not entirely true. The paper presents the results of diagnostics of the state of primary and secondary art education, identifies the key and connecting elements of the system that influence the development and relevance of art education in Russia. Based on the research results obtained, the development of practical measures to improve the art education system in the context of bringing it into a state that satisfies current personal and social needs is presented. The methodological basis of the research is, first of all, the works on the development of creative abilities by A. A. Melik- Pashaev, the theory of artistic education by A. V. Bakushinsky, the teachings of L. S. Vygotsky on the development of creativity and imagination, as well as A. A. Auzan’s fundamental research on the cultural basis of the Russian economy and its specifics. The methodological basis of this study was a documentary analysis of data and research on the topic of art education and the creative economy, an expert survey and an in-depth interview with directors of Russian art schools. The experts were the directors and heads of the leading art schools in Moscow (Moscow Academic Art College, Moscow Central Art School under the Russian Academy of Arts, Children’s Art School named after A. D. Kishenko), Saint Petersburg (Art Lyceum named after Johanson), Nizhny Novgorod (Art School No. 1), Krasnoyarsk (Art School named after Pozdeev), Ivanovo (Central Art School, Ivanovo Art College, Yurevets School of Art), Lugansk (Children’s Art School).
