Using the example of the legislation of the USSR and the Russian Federation, the article analyzes the trends in the evolution of normative ideas about corruption as a threat to the national security of the country. Corruption is a socially negative phenomenon traditionally inherent in Russian statehood, known since ancient times. Despite the fact that the danger of corruption for the security of the state, the normal functioning of its apparatus and the protection of the rights of both society as a whole and its individual members has been recognized throughout the historical development of the state, the relevant conceptual provisions at the legislative level have not been directly consolidated for a long time. The authors point out that in the Soviet era, the legislation did not use the term “national security”, with a certain degree of conditionality, it is possible to talk about the formation of the concept of the impact of corruption on national security only since 1960. Within the framework of the National Security Strategies (Concepts) of the Russian Federation, corruption was identified directly as a threat to national security only in the National Security Strategy of 2009. Despite the fact that the current National Security Strategy does not directly name corruption as a threat to national security, its eradication is defined as a national interest of the state and a task, the resolution of which is important in the context of ensuring national security . Based on the results of the study, a conclusion is made about the rationality of defining corruption within the framework of the National Security Strategy of the Russian Federation as a threat to national security and a corresponding change in the legally defined concept of corruption. |
