RISK-BASED APPROACH TO STATE CONTROL (SUPERVISION) IN EDUCATION: THEORY AND PRACTICE

Annotation: The article presents a comprehensive study of the risk-oriented approach in the field of state control over the activities of educational organizations in the Russian Federation. The paper examines the theoretical foundations, the main criteria for categorizing educational organizations by risk levels, methods for calculating and determining the frequency of inspections, which contributes to a more efficient distribution of inspection resources and increased transparency of the control process, as well as the benefits of implementing a risk-based approach: reduced time and resource costs, increased control effectiveness, reduced administrative burden on educational organizations, and reduced risk of arbitrary or unjustified inspections. An analysis of the effectiveness of this approach is conducted based on statistical data for the period 2016-2024, which allows us to track the dynamics of the program’s implementation and its impact on the quality of control in the field of education. The shortcomings of the existing system are also identified and discussed: limited criteria for risk assessment, insufficient differentiation of risk categories, and the possibility of manipulating statistical indicators, which may negatively affect the objectivity and reliability of the results. The study shows that the implementation of a risk-based approach has increased the effectiveness of monitoring educational institutions; the system has advantages, but requires improvement to more accurately identify risks. Recommendations include introduction of quality indicators, expanding the list of assessment criteria, increasing the number of risk categories, and using modern information technologies and analytical tools for more accurate and operational data analysis. The implementation of such measures will ensure increased transparency, objectivity, and effectiveness of control procedures, improve the quality of state oversight of educational institutions, and contribute to the development of a more equitable and transparent governance system in the education sector.
