This article analyzes Russian state policy
on the professional integration of the Special Military Operation
(SMO) veterans into the labor force. It examines a multilevel
system of support measures, including national programs
and regional initiatives. The legal framework is based
on the Federal Laws “On Veterans “and “On the Status of Mi-
litary Personnel”, which provide this category of citizens with
guarantees such as annual leave at a convenient time, the right
to 35 days of an unpaid leave, as well as priority employment
and the preferential right to remain at work.
Particular attention is paid to the latest amendments to
the Labor Code of the Russian Federation (Article 351.7),
which introduce a mechanism for suspending an employment
contract for the period of service with job retention, full payment
of wages for the previous period, and a guarantee of reinstatement
without a probationary period.
In addition to legislative norms, the article analyzes federal
programs aimed at developing veterans’ leadership and management
potential, such as the Time of Heroes program, as well
as the activities of the Defenders of the Fatherland State Foundation,
which implements educational projects (for example,
“Coal Cities of Russia”) for subsequent employment.
Using the example of the Kemerovo Region and Kuzbass,
the implementation of regional support measures is illustrated.
The “Work for Ours” project, which includes professional
assessments, retraining, and job fairs, is described, as well
as the “Our Heroes. Kuzbass” program for training managers
for government agencies.
The authors conclude that the existing system represents
a comprehensive mechanism combining legal protection, professional
retraining, and social support, ensuring the implementation
of the principles of a social state and facilitating veterans’
full return to civilian life. |
