The study analyzes foreign corporate practices
of industry regulation and import quota mechanisms in the fruit
sector aimed at maintaining internal market stability. Special
attention is given to the strategic approaches of major international
importers, processors, retail chains, and producer
cooperatives operating in the United States, the European
Union, Latin America, and Asia. Based on case studies of Dole,
Del Monte, Varcli Pinares, Döhler, as well as European agricultural
cooperatives, the research examines tools for longterm
supply planning, risk distribution, the formation of fair
procurement prices, and the optimization of logistics chains.
The study separately explores models of seasonal import quotas,
contract-based cooperation programs with farmers, price stabilization
mechanisms, and digital market monitoring systems,
as well as infrastructural solutions for storage and processing
of fruit products. The potential for adapting these instruments
to Russian conditions is assessed with consideration of the specifics
of the institutional environment, climatic factors, regional
production differences, and foreign trade policy constraints.
The research analyzes state approaches to balancing
the interests of producers, importers, and consumers, as well
as the role of international agreements in ensuring supply stability.
Particular
attention is paid to how these practices can
be reinterpreted
to form a long-term development strategy
for the Russian fruit market, taking into account both the need
to support domestic horticulture and the preservation of a competitive
environment. Overall, the research aims to provide
evidence-based recommendations to enhance the resilience
and predictability of the Russian fruit market through the adaptation
of proven international mechanisms. |
