| Annotation: |
The development of a complex for the development
of coalbed methane resources largely depends
on the application of sound methods and models for making
economic, organizational and managerial decisions. Projects
for the exploitation of gas-bearing coal seams are characterized
by lower revenue and higher costs compared to projects for
the extraction of gas from traditional deposits. Activities involving
comprehensive mine degassing and industrial coalbed
methane extraction through surface wells in Russia remain
at the experimental stage and are associated with high risks.
Related to this is the need to form a sound approach to the analysis
of risk factors in the implementation of strategic plans
for sustainable development.
The article presents recommendations on the formation
of methodological approaches to the identification and ranking
of risks of implementing a two-stage strategy for the development
of coalbed methane resources. The study ranked risks by
the nature of their impact on the implementation of the strategy into the following groups: failure to implement the strategy; incomplete
achievement of goals; exceeding the deadline for achieving
the expected result; exceeding the cost of achieving the expected
result. The results of the analysis made it possible to identify
the main risks at each stage of the strategy implementation and
to carry out their qualitative and quantitative description, as well
as to provide ways to respond to the occurrence of risks. The article
also suggests cost-benefit ratios for participants in coalbed
methane
resource development projects, the implementation of
which is mandatory for the implementation of the strategy and
allows the interests of the state and companies to be coordinated.
The developed methodological approaches expand
the understanding of important aspects of the methodology
for analyzing the impact of risk factors on the implementation
of strategic plans for sustainable development and can be used
to determine the economic sustainability of coalbed methane
extraction and use projects. |
