Industrial policy is considered not only as
an instrument of structural and technological transformation
of the economy, but also as a mechanism for shaping employment,
household incomes, job quality, and the reproduction
of human capital. The paper provides an analytical assessment
of the transformation of the social priorities of industrial policy
under conditions of external environmental instability, structural
constraints, and increasing risks for regional economic systems.
The article presents a comparative analysis of the social aspects
of industrial policy in the Pridnestrovian Moldavian Republic
(PMR) based on two strategic documents—the Industrial Policy
Concept of the PMR for 2015–2019 and the Industrial Policy
Concept of the PMR for 2024–2027—on the basis of which
the evolution of approaches to accounting for the social effects
of industrial policy is substantiated, changes in the logic of state
regulation are identified, and the strengthening of the relationship
between industrial development and the social sustainability
of territories is revealed. Particular attention is paid
to the issues of labor market adaptation, the increasing role
of human capital, and the need to coordinate industrial and
social policy, including the examination of the social component
of industrial policy as one of the key factors of sustainable socioeconomic development of the region. The article substantiates
the expediency of applying a system of social indicators
as a tool for monitoring the implementation of industrial policy,
enabling the assessment of its effectiveness and social outcomes.
The findings obtained have both theoretical and practical significance
for improving industrial policy mechanisms and may be
used in the development of strategic documents for the socioeconomic
development of regions. As a result, a system of key social
indicators for monitoring the implementation of industrial policy
is proposed. Conclusions are formulated regarding the transformation
of the social component of industrial policy under conditions
of structural changes and external constraints. |
