The Kaliningrad fishery complex is a fascinating
subject for research, as it combines traditional industry specifics
with the region’s unique exclave location. Since 2022,
the situation has become so complex that previous operational
models have come under significant pressure: transport isolation
has intensified, sanctions restrictions have affected key
links in the production chain, and dependence on imported
raw materials and equipment has transformed from a technical
feature into a strategic vulnerability. However, it is precisely
these circumstances that make an analysis of the industry’s adaptive potential particularly relevant. Existing studies on
the topic are fragmented and rarely consider the interaction
of exclave restrictions with new economic realities. This study
attempts to fill this gap through a multi-criteria assessment
covering the period 2021-2025. The fishery complex is considered
as a closed production cycle, allowing for the identification
of bottlenecks at various stages—from harvesting
to sales. Analytical, monographic, and economic-statistical
methods were used.
The results show an ambiguous picture. On the one
hand, the industry is demonstrating resilience – turnover has
reached 71 billion rubles, commercial aquaculture production
is growing, and advanced processing is developing. Aquaculture,
incidentally, has proven to be one of the most promising
areas given limited access to traditional fishing grounds.
On the other hand, the fishing fleet is critically deteriorated,
import dependence remains high, and the region’s isolation
creates additional costs for shipping products to the mainland.
Suggested areas for improving efficiency include modernizing
the material and technical infrastructure, expanding mariculture,
diversifying sales markets, and more actively leveraging
the advantages of the special economic zone. The findings
may be useful in adjusting regional development programs
and formulating a long-term strategy for enhancing the competitiveness
of the Kaliningrad fishery sector amid ongoing
geopolitical tensions. |
