| Annotation: |
This article is devoted to the development and justification
of a comprehensive framework for balanced regional
development aimed at reducing disparities and ensuring sustainable
growth across all territories within a single economic
space. The relevance of the study stems from the persistence
of significant differences in the socioeconomic status of regions,
which requires a shift from targeted measures to a systemic
approach. Spatial development in any country is inevitably
accompanied by disparities: the concentration of economic
activity, human capital, and investment in some regions and
stagnation or degradation in others. To mitigate these contrasts
and achieve balanced development, the state utilizes a wide
range of regional policy instruments. This article systematizes
key regional policy instruments, highlighting their objectives,
mechanisms of influence, and potential limitations. Spatial disparities
manifest themselves as inequalities in GRP per capita, unemployment, infrastructure quality, accessibility of social
services, and migration flows (outflow from “weak” regions).
The goal of the smoothing policy is not to mechanically equalize
all indicators, but to stimulate the internal potential of lagging
territories, reduce gaps in quality of life, and create conditions
for sustainable growth across all regions within a single economic
space. The study utilizes methods of system analysis,
comparative assessment, and synthesis. The article presents
and scientifically substantiates the development of a comprehensive
model for the interaction of regional policy instruments
(spatial planning, budgetary, financial, institutional and investment)
aimed at achieving balanced regional development. |
