Increase of the level of population life is one of the most important tasks of establishing the budget policy in the Russian Federation. Effectiveness of the budget expenses can be presented as the index of the economics transition for the innovation way of development. Availability of theoretical and practical issues of implementation of the inter-budget relations in the conditions of financial-budget policy of the RF leads to the necessity of investigation of methodological and methodical aspects of their further development for the search for adequate mechanisms in resolving social-economic tasks of Russia. Budget system of Russia is actively transformed; inter-budgetary relations are constantly developed, which can’t help leading to significant social-economic effects that still have to be realized and analyzed.
