The definition of labor migration is given, which allows clearly distinguishing between categories of citizens who participate in the migration process. Positive and negative aspects of internal migration are characterized. Obstacles restricting internal migration are identified. Methods that can be used for regulation of migration processes are examined. New forms of labor forces (on the example of temporary employment) are revealed in unstable socio-economic situation in Russia. Non-permanent employment is considered as a mechanism of flexibility in the number of employees that allows filling-in the niches not saturated with the workforce, thereby developing a domestic and regional labor market.
