PUBLIC-PRIVATE PARTNERSHIP AS A MECHANISM FOR INCREASING PROVISION WITH AFFORDABLE AND COMFORTABLE HOUSING IN THE RUSSIAN FEDERATION

The article examines the issue of public-private partnership as a mechanism of enhancing provision of population in the Russian Federation with affordable and comfortable housing. Direct dependence of housing construction acceleration on increasing investments in the industry, especially private investments, is established. The PPP mechanism is investigated in terms of the housing problem solution. The federal legal framework and prospects of the PPP development in the housing construction are analyzed. The problem of improving housing conditions will be solved by extending operation of the federal law on public-private partnership to the housing sector and by placing the state policy priority in the housing sphere on the integrated development of the territories based on such partnership.
