The analysis of practical use of creative potential of students and teachers in solving socio-economic problems of organizations and the region was conducted. Experts point out the contradictions of training managers, which is abstract in nature, and the actual specific problems of production, public and municipal administration. The technique of application of organizational simulation games as a tool of monitoring and evaluation of quality of educational process at agricultural universities and youth socialization is proposed. The outcome of the game is formation of an active position of future specialists in modernization of economics, skills of team work and the ability to manage organizational changes.
