Differentiation of the legal status of wild animals and domestic animals is conducted in Russia. Domestic animals are in private property, and the right of the state property is provided on the wild animals, which exist in the conditions of natural freedom. The civil legislation provides presence of the benefits (issuance of the permits for hunting with collection of money), as well as the burden (competent arrangement of operation of hunting farms, feeding of wild animals, construction of fences along automobile routes, etc.) of the public owner of animals. However, instead of execution of the duties of the owner, the state refuses to compensate harm inflicted to citizens by wild animals. The authors state a number of proposals for changing this situation.
