THE CONCEPT OF MANAGEMENT INTERPRETATION OF THE FEDERAL TARGET PROGRAMS

The author presents mainly conceptual and partially methodical results related to coordination of measures and merits of state stimulation of entities of the Russian production and economic activity in the way of formation and implementation of the complex Federal target programs having the character of innovative (in whole or in part). The article presents the system-technical interpretation of the Federal innovation target program as a special type of management strategy and shows that it is a special case of the implemented innovation strategy in the domestic economy. The proposed primary vision of the tools of justification and expert review of such programs.
