| Annotation: | The article analyzes the experience of financing education in Russia in the XIX-XX centuries in order to identify patterns and factors that allowed Russian science to take a leading position in the world. Consideration of the mechanism of budget financing of higher education has now revealed a number of problems that impede the development of the effectiveness of higher education institutions. The proposed regional efficiency factor of the University will allow more efficient allocation of budget funds; stimulate higher education institutions in the regions to improve the mechanisms of the educational process and financial management. |
