QUALITY OF HIGHER EDUCATION: WHO ARE THE JUDGES?

Annotation:

People write and talk a lot about Russian higher education now, and rarely in positive tones. Problems of the quality of higher education concern an extremely large number of our compatriots at different stages of their lives, as they concern themselves, as well as their children, grandchildren, etc. If citizens and their relatives are consumers of educational services, then enterprises act as consumers of the results of this service, namely University graduates. The problems of the quality of higher education are transferred to the area of economic interests of enterprises: whether they are and to what extent ready to spend resources on additional training, and even retraining of their young employees. Finally, the state is an important stakeholder in these problems. The discussion of problems of higher education quality logically leads to questions of subjects of assessment and methods of assessment of this quality. For a long period of national higher education, the state has been the main and, in fact, the only subject of assessing the quality of higher education. Changes in the socio-economic sphere that have occurred in our country over the past 30 years have certainly affected both higher education and the area of assessing its quality. At the same time, both the process of expanding the range of subjects for assessing the quality of higher education and the method of this assessment are lagging behind the requirements of the time. The article identifies a range of systemic problems that make it difficult to adequately assess the quality of higher education, in particular professional educational programs. Specific proposals for solving these problems are presented, which allow us to have a real impact on improving the quality of Russian higher education.
