THE «DIGITAL SILK ROAD» AND ITS IMPACT ON THE TECHNOLOGICAL TRANSFORMATION OF THE WORLD ECONOMY

Annotation:

The relevance of the article is determined by increased competition between the great powers, which acts as a defining feature of the geopolitical landscape in which the United States and China compete for regional and global influence. The article substantiates that technological development will be crucial for the results of this competition; it is shown that China is focused on a model that combines a wide range of digital technologies. The aim of the article is a comprehensive analysis of China’s project — Digital Silk Road, which is part of the One Belt, One Way Initiative, used to expand the ability of digital communications abroad, influence and strengthen the position of China as a technological superpower. The research process was carried out using general scientific methods of cognition, methods of multidimensional, abstract-logical and situational analysis, generalization and systematization of practical aspects of the implementation of Chinese projects. As a result of the study, it is proved that through the Digital Silk Road and in the broader sense of the OPOP, China seeks to maintain a liberal economic system that has enabled it to secure a leading position in the geo-economic space. The interconnected, technology-oriented components of the Digital Silk Road are distinguished: satellite navigation, the creation and subsequent improvement of Artificial Intelligence, quantum computers, fiber-optic cable lines, digital commerce channels, and mobile communications infrastructure. It is substantiated that for the successful implementation of the planned activities it is necessary to create the appropriate institutions at the regional level, including on the basis of various regional associations, which should ensure the development and implementation of a single institutional base for poorly managed technological territories. It is important to embrace international information flows for the integration of information from individual governments of the member states of the BIS. All of the above will allow countries to come together to create a unified digital infrastructure that will be based on basic global values.
