Annotation:

In the course of the ongoing administrative reform of public administration in Russia, there is a need to expand the areas of competence and areas of specialization of managerial personnel in connection with the emergence of new management functions and innovative management technologies in the activities of governing bodies. The article identifies promising areas of modernization of the training system and the formation of a modern corps of specialists for public administration. The response of universities to the requests of the State and business about the need for training managers in new specialties and qualifications should be timely and even faster, taking into account the lag of time for training. It is proposed in order to increase the effectiveness of the learning process to orient educational program materials and practices on training according to professional standards. Further training of managers in order to ensure the effectiveness of their work is considered in the context of improving the quality and effectiveness of the organization. At the present stage of reforming public administration in our country, a forced transition to the introduction of an effective management model based on the results is necessary. The author argues the position that the process-based approach should become the basic tool of public administration based on the results, shows its advantages compared to the functional approach to public administration. Currently, there is a shortage of specialists with appropriate qualifications who would have a clear idea of how to work with operational processes. As a starting condition for the dissemination of the process approach to the public administration system, the need for timely training of highly qualified process management specialists is determined.
