Annotation:

Social entrepreneurship in the form of public-private partnership is a rare phenomenon in academic literature. The article considers aspects of performance related to the dialectic of public-private partnership and social entrepreneurship as a form and content respectively based on the author’s research published earlier. The hypothesis of the current research states that effective collaboration between public and private parties to create and provide social services is possible if hands-on tools of social entrepreneurship are available. We applied system approach, dialectic method, analysis and synthesis, induction, SWOT-analysis. The research resulted in tools elaborated to initiate or check partnerships set up by public and private parties. For successful organizing public-private partnership as a form of social entrepreneurship we devised techniques for selection parties more favorable to provide social services in the market conditions. The choice techniques consist of defining main convergent factors of public-private partnership, of identifying strengths and weaknesses, opportunities and threats for further strategies elaboration. We suggest preparing partnership agreement with a certain structure containing available resources, non-financial and financial expectations from public-private partnership, functional strategies of behavior in unconventional situations. We identified opportunities for social entrepreneurship initiatives to change structure of the public-private partnership mechanism by types of business processes and types of financial structures. Further research could be arranged among issues on pricing and digitalization of social and economic activities by public-private partnerships as a form of social entrepreneurship.
