PROBLEMS OF MANAGING SOCIO-ECONOMIC SYSTEMS IN THE DIGITAL ECONOMY

The work is devoted to problems arising in the development, implementation and management of socio-economic systems in the context of the digitalization of the economy. To study the problems, a synergistic approach was used, including operating with large and complex systems, nonequilibrium, nonlinear processes, and transition states. In the near future, the development of the digital revolution is projected in Russia, including the transition to a knowledge economy, digital technologies, intelligent systems, and robotic complexes. However, the implantation of large and complex digital systems into socio-economic systems requires new approaches, principles, concepts and their integration into a single megasystem, a new paradigm that takes into account the characteristics of all subsystems and the environment. A concept is proposed that takes into account the features of the design object and technology for managing the development of large and complex socio-economic systems. Attention is drawn to the limited scope of linearly determined dependencies in large and complex socio-economic systems, which not only complicates the digitalization process, but can also create new problems if inadequate simplifications of virtual and real systems are allowed. The problems of managing socio-economic systems are largely determined by the interdependence of various acting force factors, such as technology, economics, ecology, biology, sociology, mentality, natural and historical factors, and computer science. Only a synergistic approach allows us to systematically analyze, synthesize, identify dynamic trends and develop solutions. The digital revolution brings new risks, challenges, threats. The danger of a linear and deterministic approach to the formation of a new paradigm for the development of socio-economic systems in the context of the digital revolution is pointed out.
