EVALUATION OF THE EFFECTIVENESS OF SOCIAL PROTECTION OF THE POPULATION OF THE MOSCOW REGION

Annotation:

The main purpose of the research presented in the article is to determine the directions for improving the effectiveness of social protection of the population of the Moscow region. The social protection system is considered in the following structural areas: social security, social insurance, social support. The article analyzes and evaluates the effectiveness in the context of tasks, tools and participants: the system of social protection of the population, regional target social subprograms; the analysis of budget expenditures on social policy in dynamics over five years is carried out. In particular, the indicators of the average salary, the subsistence minimum, labor and social pensions, unemployment benefits are presented; social support for high and low-income families, as well as families with adoptive parents and guardians is considered. The sources of financing and the effectiveness of social protection of the population of the region are analyzed. According to the analysis the following conclusions are formulated: the effectiveness of social protection of the population and responsibility of public authorities should contribute to the implementation of clear indicators determining the level of social security, support, and insurance, which will allow comparing interregional social protection systems in terms of their structure and effectiveness of the measures, the level of budget expenditures, based on data generated using a unified methodology, including feedback from the population as a recipient of social services . An effective social protection system is possible on the basis of a combination of its various elements and methods: responsible participation of state and municipal authorities, employers, state institutions, private and public organizations, as well as analysis of the results of feedback from the direct recipients of services, i. e. the population.
