FEATURES OF LEASING IN THE HEALTHCARE SYSTEM

At a time when the world is shaken by pandemics and outbreaks of various diseases, it is critical to understand how prepared the national healthcare system is to meet these challenges. The study focuses on two key problems of the healthcare system in the Russian Federation. The problems of staffing and the possibility of material and technical equipping via leasing are considered. Leasing is successfully used by foreign countries and the mechanisms of which have demonstrated a sufficient degree of efficiency. The experience of using leasing agreements (regulatory documents) to strengthen the healthcare system is also investigated. In our opinion, the transformation of the healthcare system is impossible without the formation of new mechanisms both in the training of highly qualified personnel and in material and technical equipping. This is primarily due to the following: a large share of costs that cannot be covered by local government budgets; lack of an effective mechanism for public-private partnership; the lack of preferential systems (mechanisms) of incentives in the training of professional personnel and much more. According to the results of the study, it was concluded that the healthcare system in the Russian Federation during the COVID-19 pandemic and other outbreaks of viral diseases may experience a shortage of qualified employees. The situation is aggravated by the lack of a set of documents to counter negative factors in the event of pandemics. At the same time, leasing mechanisms provide flexibility in the financial strategy of healthcare institutions. They provide a partner who takes the risk of clinical and operational decisions and gives you greater process control. At the same time, re-equipment in the healthcare system makes it possible to train highly qualified personnel, as well as to attract them from outside. This will make it possible to systematically and comprehensively solve the accumulated problems in the national healthcare system.
