MODERN METHODS OF STATE STIMULATION OF ORGANIZATIONS’ INNOVATIVE ACTIVITY

Annotation:

The paper considers and systematizes modern methods of stimulating innovative activity of organizations. A comparative analysis of their use in the Russian Federation and in foreign countries is carried out; the problems of using methods of stimulating the innovative activity of organizations in the Russian Federation are revealed. The authors concluded that the tools for stimulating the innovative activity of organizations are evolving towards the predominant use of tools for stimulating cooperation between participants in the innovation process. Budget financing and tax incentives act as tools to stimulate this cooperation. The formation of an effective innovation ecosystem is also important. Priority activities funded by targeted programs include, first of all, the digital economy, smart technologies, green technologies, renewable energy sources, and biotechnology. Most of the modern tools to stimulate the innovative activity of organizations are used in Russia. However, despite the existence of numerous strategies and support measures, Russia’s innovation policy does not produce significant results. It should be noted that there is insufficient use in Russia of tools that stimulate cooperation between participants in the innovation process. For example, measures to stimulate cooperation between universities and SMEs are practically not used in the Russian Federation, for example, innovation vouchers, consulting; no incentives are used to unite participants in the innovation process into innovation networks. Innovative territorial clusters and technology parks have not been created in a number of constituent entities of the Russian Federation, which leads to a significant and not decreasing gap between the regions of the Russian Federation in terms of innovative activity of organizations. Despite the importance of means of stimulating innovative activity, the effectiveness of their use largely depends on the level of development and competitiveness of the domestic industry. Therefore, the policy of stimulating the innovative activity of organizations should be accompanied by a competent industrial policy.
