STRATEGIC ECONOMIC PRIORITIES OF THE RUSSIAN FEDERATION AND THEIR TRANSFORMATION AT THE REGIONAL LEVEL OF MANAGEMENT

The article presents the results of comparing the provisions related to the economic development of the National Security Strategies of the Russian Federation 2009 and 2015. As a result of the study, the wording of the key provisions of these strategic documents was preserved. Consequently, it has been concluded that the national strategic objectives, threats and other elements of the Strategy remain unchanged over 6 years. This means that during the 2009 Strategy there were no significant changes that could improve the situation in the economic sphere of the Russian Federation. Therefore, it was decided to conduct an in-depth study of this problem at the regional level. At this stage of the study, an analysis of the continuity of the National Security Strategy of the Russian Federation and relevant documents at the regional level was carried out (using the example of St. Petersburg). A comparison of strategic documents, as well as state programs of St. Petersburg, made it possible to establish that most elements of the National Security Strategy of the Russian Federation are not taken into account at the regional level (in St. Petersburg), which reduces the possibility of achieving benchmark targets at the federal level of management. The fact discovered is the reason for the lack of significant changes in the wording of key provisions of federal strategic documents. Other important problems in short-term planning were found. For example, the planned values of indicators of state programs in St. Petersburg were repeatedly adjusted downwards to create more optimistic reports. However, in the medium term, this creates additional difficulties in achieving strategic goals. The article makes recommendations to improve the process of achieving the stated strategic goals at the federal and regional levels.
